Broward Co. Sheriff Seeks To Limit Enforcement of Florida’s New Anti-Riot Law
Fort Lauderdale, FL – The Broward County Sheriff’s Office (BCSO) has ordered deputies not to enforce the state’s newly-passed “anti-riot” law unless department administrators determine it is absolutely necessary.
The directive was made to avoid having “any overzealous deputies utilizing the new law to conduct enforcement that could violate people’s civil liberties,” BCSO Executive Director of Law Enforcement Colonel David Holmes said in an email to district captains on April 21, the Associated Press reported.
Col. Holmes alleged the anti-riot law could negatively impact the BCSO’s attempts to connect with members of the community, according to the Associated Press.
BCSO deputies have been told that any request to enforce the law must be sent up the chain of command for approval, and only in the most extreme of circumstances.
House Bill 1 passed largely along partisan lines earlier this month with a vote of 23-17, the Orlando Sentinel reported.
It has since been signed into law by Florida Governor Ron DeSantis, who championed the legislation.
The measure provides civil legal immunity to motorists who drive through groups of people blocking roadways, the Orlando Sentinel reported.
It also establishes a mandatory six-month jail sentence for anyone convicted of battering a law enforcement officer during a riot, and denies bail for anyone charged in connection with a riot until after they have made their initial court appearance.
Rioters who destroy paintings, flags, memorials, plaques, structures, or any other object established to honor historical events or people can be charged with a felony offense that carries a possible 10-year prison sentence, the Associated Press reported.
Local governments that attempt to interfere with the police response to violent riots could be stripped of civil liability protections under the measure.
“This bill is about preventing violence,” the bill’s sponsor, Senator Danny Burgess (R-Zephyrhills), said during the debate on the Senate floor, according to the Orlando Sentinel.
Burgess shot down allegations that the law will shield drivers who might target protesters by intentionally ramming into them, the Orlando Sentinel reported.
“That is no way protected in this bill,” he said.
He said the provision would only apply to motorists who are trying to protect themselves from demonstrators.
The American Civil Liberties Union (ACLU) of Florida released a statement denouncing the passing of the bill, which it claimed was “designed to chill and criminalize Floridians for exercising their First Amendment right to protest.”
They further alleged the measure will “shield violent counter-protesters from civil liability for killing a peaceful protester or demonstrator with their vehicle.”
“By defining ‘rioting,’ the bill grants police officers broad discretion in deciding who could be arrested and charged with a third-degree felony at a protest and fails to provide protection for people who have not engaged in any disorderly and violent conduct,” the ACLU of Florida said.
The group said the measure was also a ploy by state officials to “usurp control of a city budget and amend it to their liking.”
ACLU of Florida Executive Director Micah Kubic declared the bill “is racist, unconstitutional, and anti-democratic,” and that it was “purposely designed to embolden the disparate police treatment we have seen over and over again directed towards Black and brown people who are exercising their constitutional right to protest.”
“This bill is a disgrace to our state,” Kubic said.

Caught on camera: Black Lives Matter activists threaten police: ‘You shoot us, we shoot you’
COLUMBUS, OH– According to a video posted to Twitter on Thursday, April 22nd, Black Lives Matter activists protesting near the site where an armed 16-year-old was fatally shot by police, threatened to kill police in retaliation.
In the video, an unidentified speaker says:
“We’re not gonna sit here and just sit around while you shoot and kills us and back to the suburbs. We’re sick…maybe it needs to be an eye for an eye.”
The individual continued:
“They shoot us, we shoot them! You shot us, we shoot you!”
In the days since the fatal shooting, activists have argued that Officer Nicholas Reardon should have attempted to de-escalate the situation.
According to the Daily Caller, Black Liberation Movement Central Ohio founder Kiara Yakita said that Reardon’s use of force was unjust because he chose to immediately use deadly force.
Yakita said in a statement:
“When I saw the body-cam, I noticed the difference in how they police. When it comes to black people, they do not like to de-escalate. The reaction seems to be to fear black people who are in conflict and to just try and violently stop them.”
She added:
“There’s not many questions asked, there is hardly any time spend trying to identify who’s the victim, who’s the aggressor, who’s the person who even called us here for help in the first place.”
Knoxville, TN – The mother who called the police to Austin-East High School on April 12 after 17-year-old Anthony Thompson beat up her daughter on campus again said she regretted her decision, blamed police, and called for “justice” for Thompson in the wake of his death.
Thompson was fatally shot by Knoxville police and a school resource officer was shot when police tried to take him into custody in a school bathroom.
Knox County District Attorney General Charme Allen held a press conference on April 22 and walked the media through the bodycam videos of all four officers who were present when Thompson was shot.
Allen spent more than two hours walking reporters through the bodycam videos and most of the Tennessee Bureau of Investigation’s (TBI) report on the shooting.
“This is a self-defense case,” she told reporters. “At the end of the day, we have found the shooting by Officer Clabough was justified.”
The mother whose 911 call brought officers to Austin-East High School has said that she regretted having called police on Thompson and blamed the school for letting the situation between her daughter and her boyfriend get so out of hand.
Regina Perkins gave an interview to the Knoxville News Sentinel in which she said that her daughter, Alexus Page, called her from the office at school and got permission to come home that day after she was attacked by Thompson, her former boyfriend of about nine months.
Perkins said that her daughter had scratches on her face and was missing chunks of hair, so she called the police and reported the incident.
The mother said that Thompson had been subjecting her daughter to mental abuse and domestic violence over a period of time and that’s why she sent police to the school the day he was shot.
She said she had tried to call Thompson’s mother first but she didn’t answer, and she also texted Thompson and warned him she was sending the police to the school.
Allen revealed during the press conference that Page’s mother had exchanged vitriolic text messages with Thompson for more than an hour leading up to the shooting.
Perkins has since joined the cadre of outraged parents who have accused the police of withholding information in the case, the Knoxville News Sentinel reported.
“As far as the events go, you know, I do apologize to the family,” Perkins said in an interview in front of the high school. “There was an altercation and I did make a police report, they did come down here to make an arrest for domestic assault on my daughter.”
“She wasn’t even willing to cooperate but as a mother, I was just tired. I wanted them to take a break but I never meant for anything to happen to him,” she insisted to the Knoxville News Sentinel.
“I never meant for any of this to happen,” Perkins said. “I’m sorry. And hopefully we get justice in this case for Anthony. He was definitely, definitely a good kid.”
